what do you think about this mileage? 1.9l engine 309GT
traffic was moderate (for bucharest...), outside temperature 15-20 degrees C, and most of the time only I was in the car

Well, it really depends on how you drive your car. I cannot say whether it's normal or not unless I'm a passenger of yours. This seems a bit high to me but that's because I now drive like an old man.
With my 1.3 engine I was once at something like 8-9 litres (I drive it in the city) and I'm now consuming around 6-7 litres because I'm very careful. With my GTI, which is a better comparison to your car, I was once at 13-14 litres and I'm now at 11, but once again it's about the driving, not the car. So, yes it's normal, in the city.
